Our team has been completing Feasibility Studies for schools and other clients for decades, and has great expertise at delivering studies to meet the requirements of the PA Department of Education PlanCon process. We now offer a proven planning process called: Strategic Master Planning for Schools (SMPS), led by Ryan M. Pierce, AIA. Over the past 11 years, Mr. Pierce has used this process to solve the challenging long-term planning needs of public school districts, colleges and universities, commercial businesses, hospitals and healthcare clients, athletic teams, and government/institutional clients.

This process utilizes a high level of interaction and collaboration with the client to develop an in-depth knowledge base of project information prior to the start of design. Through this process, all stakeholders are heard, and no stone is left unturned in an attempt to define the Strategic Goals of the project, and develop and evaluate alternatives according to how they meet the Strategic Needs of the client. The product of this process is a Final Report that is a "defensible document" that becomes a roadmap for completing the project.

Specializing in the field of architecture for education, our team has over 100 years of combined experience in developing Educational Specifications and design solutions that meet the needs of school districts. We believe that your Educational Plan should drive your Facilities Needs - not the other way around. Our educational planning team are members of CEFPI (Council of Educational Planners International), and your Educational Plan will be developed by a planner with REFP (Recognized Educational Facilities Planner) certification.

Approximately 75% of our K-12 Education projects involve facilitation of the PA Department of Education PlanCon process for state-funded reimbursement of the cost of the project. We have an excellent working relationship with the staff of the Division of School Facilities at the Department of Education. Over the years, our team has developed a strategy to maximize project reimbursement that involves the following:

  • Early Draft of Part D to align Budget with Act 34 Limits
  • Integrate process from Schematic Design to avoid late PlanCon-driven changes
  • Maximize FTE’s through smart design and decision-making
  • Maintain cordial and professional relationship with PDE to expedite reviews
  • Execute Part G as soon as possible after bidding to avoid technical problems
  • Build the PlanCon process into the master schedule to ensure timely reviews

JC Pierce llc has been providing Construction Management Advisory Services to Educational and other clients for over thirty years. The focus of our CMa team is to deliver a project according to the design documents, on time, and with as few change orders as possible. The CMa team has decades of experience in construction and various methods of project delivery, whether traditional design-bid-build, CM-at-risk, design-build, or a fast-track variation on one of the above.

We provide full-time on-site project representation, project management and back-office support, on-site clerical support, estimating, project phasing, constructability review, dispute resolution and project closeout services. The advantage to the Owner of turn-key Architecture and CMa services is seamless interaction between the design and construction delivery team, timely response and resolution of RFI’s and construction issues, and SINGLE SOURCE accountability for delivering a successful project. Our Architect-CMa projects are typically completed on time, and with an average of less than 1.5% change orders due to errors and omissions.
